The S. Korean government keeps informing me of the status/state of the pandemic

One day, a woman from other department told me she texted me, but when I checked my phone, no message came from her. Therefore, I told her I received no message from her, then she said that she might have sent it at a wrong number. She didn't tell me why she sent a message to me. Many months later, she told me the same thing again, so I immediately answered her I received no message from her, then she repeated that she might have sent it at a wrong number.
